Senior Facilities Engineer

To support the FPSO OIM, Operations, Production and Maintenance Superintendents and operations management through:

Offshore construction and project management support/coordination for all sub-projects on FPSO.

Offshore engineering support as an extension of the onshore engineering/operations department and to oversee/support the offshore activities being managed by them.

Interface and liaise between offshore and key departments onshore (engineering, procurement and logistics) and vendors.

Shadow the FPSO offshore Heads of Departments where applicable and assist management personnel to achieve KPI targets related to safety, production, and maintenance of the facility equipment and systems.

Ensure all activities are completed in accordance with MODEC, national, international, classification society/flag state requirements and approved Standards, Specifications and procedures.

Core Responsibilities

  • • Lead meetings, prepare reports and presentations on behalf of OIM/FM and Superintendents
  • • Deliver offshore project/construction management and engineering on FPSO sub projects and advises project teams on equipment designs, standards, and offshore commissioning procedures on the FPSO for applicable scopes.
  • • Provide Engineering support to achieve and maintain the integrity and performance of the FPSO Facility.
  • • Review and enforces performance standards for Safety Critical Elements and coordinate the Cases to Operate (CtO) process as applicable.
  • • Assist with the management of change process, implementation and close out verification applicable to the FPSO facility production, maintenance, utility and marine systems.
  • • Develop, review and approve technical work instructions and work packs, job cards, equipment specification, maintenance plans/register, inspection test reports, etc where MODEC engineering input is required.
  • • Assist O&M Managers with the approval, cost requirements of purchase/service requisition of goods and services required by the facility.
  • • Provide technical input/audits on vendor selection, drafting Scope of works for tenders (RFQ) and manage external specialist consultants & contractors.
  • • Complete and issue Corrective Action Preventive Action (CAPA) Item closeouts generated from the various MODEC HSE and technical compliance and review mechanisms such as the outcome of NOI’s (notice of incidence), Cases to Operate, MODEC CARE Cards.
  • • Contribute & Participate in design reviews, HAZID and HAZOP studies, NOI/EMEX technical review and identification of the root cause of incidents and the creation of clearly defined SMART actions to mitigate and prevent the re occurrence in the future.
  • • Coordinate, complete and participate in Technical Root Cause Analysis investigations for the FPSO technical systems and equipment, when required but not exclusively, and reports findings to management for onward communication to MODEC MMS, MOPS and MODEC Tokyo.
  • • Conduct performance appraisals for and with subordinate staff inclusive of training needs identification and communicates this to management.
  • • Participate in and conduct process analysis of the facility systems and equipment in collaboration with other MPSG and client nominated personnel such as lead process engineer as required in support of the FPSO operation in Ghana.
  • • Assist the QA/QC manager to provide quality assurance for the manufacture, testing and acceptance of various pieces of equipment and packages
  • • Program and monitor field installation, commissioning and testing procedures and requirements, and liaise with and direct site supervisory staff as necessary.
  • • Assist and participates in the ongoing development and improvement of the maintenance management systems for the FPSO and contributes technical input into the various maintenance strategies, procedures and processes applied and used within.
  • • Interface, prepare and deliver presentations on operations critical activities.
  • • Manage vendor, consultant, and Support Service Agreement contractors’ activities and prepare reports addressing technical queries raised and follow up on closure.
  • • Ensure maintenance activities are progressed in accordance with MODEC and industry standard engineering procedures and specifications and Identify and coordinate operational requirements including: maintenance and inspection programs, spare parts requirements, etc.
  • • Assist to ensure requirements of the Facilities Safety Case and Facilities Management Systems are being upheld and provide assistance to the Emergency Response Group.

Qualifications & Experience

  • • Appropriate degree or formal technical qualification preferred. Tertiary education - engineering preferred but extensive operational experience in similar environments equally valid.

Relevant Experience:

  • • + 10 years’ experience in risk based asset integrity including + 5year experience in the hydrocarbon or offshore Oil & Gas industry.
  • • Detailed knowledge of asset management (ISO55000) and ISO14224 application and implementation.
  • • Expert knowledge and understanding of the applicable legislative, national and international standards and requirements for Oil & Gas Facilities.
  • • Detailed knowledge and understanding of the business processes and configuration of the Maximo CMMS related to maintenance (assets, maintenance, materials, cost reporting, etc.).
  • • Physical aptitude to work on offshore environment if required.
  • • Excellent written procedures, reports, analysis and presentations.
  • • Excellent command of the English language.

EXPERIENCE

  • • Experienced in maintenance development, materials management, reliability reviews and analysis and project management.
  • • Strong computer skills. Demonstrated working experience with Microsoft Office applications.
  • • Good attention to details and accuracy.
  • • Must be able to multi-task and prioritize, with demonstrated experience working with deadlines.
  • • Learn and apply maintenance best practices.
